In my case I had forgotten I had added a file to /etc/apt/sources.list.d/ for a 3rd party package from https://z.litestack.com/v1/repo/ubuntu/. In case you are wondering why this error happened in first place, it was because of an unsupported PPA for Ubuntu 13.04 Raring Ringtail. If those answers do not fully address your question, please ask a new question. @fabricator4 The answers there don't really apply when the repositories in question are not PPA's.
