I get that in my application log, every time someone tries to sync their phone up.  The server in use is running windows server 2k3 r2 with all the patches, it's Specifically, make sure that your firewall is configured so that requests to Exchange ActiveSync do not expire before they have the opportunity to be processed.... I upgraded my system to 2003 all of them without a hitch.

Maybe you could try running the server for a day with certain services off and see if you can isolate the source of the proble that way? After adding the identity with the blank host header now it knows where to send these requests.
